Hangzhou holds the rural builder skill competition

Hangzhou Rural Builder Skill Competition 2022 was held in Liangzhu Sub-district of Yuhang District on August 25-26. The builders had to complete wall building and put up steel pipe scaffolding contests precisely within the allowable error of 1 millimeter on the site during the specified period of time.

Despite the demanding requirement and difficulty, some builders managed to complete the task precisely and skillfully, mainly due to their rigorous self-requirement at usual time. While grading builders’ results in scaffolding setup, the judges meticulously judged the works completed by the competitors in exact 20 minutes to ensure technological safety.

Rural builders have been the main force of rural construction. The two-day competition aimed to build a professional team of rural builders, encourage them to improve and share skills and accelerate the progress of rural revitalization.

Zhejiang releases plan for constructing a global “waste-free city”

Recently, the Provincial Beautiful Zhejiang Leading Group Office has issued the “Zhejiang Province-wide “Waste-Free City” Construction Plan (2022-2025)”. According to the plan, by 2025, all districted cities and 60% of the counties (cities, districts) will pass the assessment of a “waste-free city” in the whole region, and the construction of a global “waste-free city” will be at the forefront of the country.

The Plan takes waste reduction, recycling and harmless treatment as the main goals, and aims to enhance the ability of solid waste source treatment, comprehensive utilization and safe disposal. For example, in the field of general industrial solid waste, the province plans to achieve negative growth in production intensity by 2025, and at the same time build more than one national comprehensive utilization base of bulk solid waste. In the field of domestic waste and construction waste, the province aims to achieve zero growth of waste packaging in the logistics industry. The comprehensive utilization rate of construction waste will reach 90%, and solid waste dumps such as domestic waste landfills and stock construction waste dumps will be treated for safety.

In order to avoid secondary pollution, the solid waste collection and transportation system is very important. Next, the hazardous waste collection and transportation system in our province will cover all small and micro enterprises. The collection and transportation of general industrial solid waste, domestic waste and renewable resources will realize the “three networks integration”, and the unified collection and transportation system will cover all counties (cities, districts).

On the basis of the national plan, the Provincial Plan adds a number of indicators of Zhejiang characteristics. Especially in terms of digital reform, as the only pilot province for the digital reform of “Waste-Free Cities” in China, Zhejiang iterates the “Waste-Free City Online” application, deepens the research and application of “Waste-Free Index”, and provides experience for the modernization of the national solid waste governance capacity and governance system.

“Waste-free city” is an urban development model that continuously promotes the reduction and utilization of solid waste sources, minimizes the amount of landfill, and reduces environmental impact.

At the beginning of 2020, our province took the lead in the whole country in developing a “no-waste city”. In April this year, all districted cities were added into the list of “no-waste cities” during the national “14th Five-Year Plan” period.

Governor Wang Hao emphasizes importance of projects and investment when investigating in Ningbo

From the 22nd to the 23rd, Governor Wang Hao came to Fenghua District and Ninghai County of Ningbo City to visit enterprises and investigate the stable growth and major industrial projects. He emphasized that to focus on projects and investment is to focus on development and the future. All local governments and departments must fully implement the important instructions of General Secretary Xi Jinping on “epidemic prevention, economic stabilization, and safe production”, and the spirit of the government meeting on economic situation, to resolutely shoulder the responsibilities and promote steady economic progress and quality. He urged them to further stimulate the spirit of entrepreneurship in the new era, understand the difficulties and needs of enterprises, increase the efforts to help enterprises, and continuously enhance the driving force, vitality and innovation of economic development.

Wang Hao visited many manufacturing enterprises for investigation such as Ruiling New Energy Technology, AirTAC Automation Industry, Microwell Mobile Phone, Oriental Risheng New Energy, Ninghai No.1 Injection Mold, and Founder Auto Mould. Whenever he came to a company, he would inquire about this year’s production and operation, especially in recent months, the specific difficulties they have encountered, and the implementation of favorable policies for enterprises. Some companies told him that in spite of the current difficulties, the companies are united, and by fighting for technology, quality, service, and delivery time in the fierce market competition, they have obtained orders and increased corporate revenue. Other companies said that although exchange rate fluctuations have an impact on the export market, they will further increase their research and development efforts to occupy a more favorable position in the market.

Wang Hao was very pleased to see the enterprise employees highly motivated. He said that in the face of difficulties, enterprises must have an indomitable spirit, put technological innovation in a prominent position, and promote enterprise transformation and upgrading with high-quality investment and project construction, so as to win development through hard work. Wang Hao pointed out that, while enterprises create wealth, the government creates the favorable environment for development. We must attach great importance to the impact of domestic and foreign environmental changes on the enterprise, he said. With a clear head and the awareness of urgency, we must be fully prepared for the future. Government departments should further improve the quality of policy implementation, help enterprises solve practical problems such as energy security, logistics security, financing cost reduction, etc., and take new measures to promote production expansion and improve efficiency.

During his investigation, Wang Hao emphasized that, as this is the year of the 20th CPC National Congress, it is very important to maintain a stable and healthy economic environment. We must focus on the construction of major projects, focus on key areas in light of local conditions, and make good use of special bonds and policy and development financial instruments. We must strengthen the tracking and scheduling of key industries, key enterprises and major projects, and implement more precise and refined policies, to vigorously promote the recovery of the industry. At the same time, we must strictly prevent and control the epidemic, build a solid line of defense against “foreign importation”, and provide guarantees for stable economic progress and quality improvement.

Peng Jiaxue and Tang Feifan participated in the survey respectively.

Dinglan Sub-district has recently piloted the demonstrative intelligent bus full-scenario application and will further facilitate citizens by building multi-line network and innovating smart vehicle scheduling, according to Hangzhou Public Transport Group.

The proposal of building multi-line network was made because commuting traffic in Dinglan Sub-district has obviously shown tidal phenomenon with high road pressure during rush hours. Rapid Transit Bus No. 7100, which specially commutes between Dingqiao Stop and Qianjiang New City Stop, will be launched in September. In addition, bus reservation services will be available to meet citizens’ demands for precise commute.

Smart scheduling system has initiatively launched six punctual bus lines. The practice of stopping bus only upon prompt by passengers was popularized and “staggered departure time” was adopted to make citizens experience punctual bus services based on big data analysis of bus lines. In addition, some residential quarters in Dinglan Sub-district have rolled out exclusive Bus Navigation Guides. Commuters may make real-time inquiry of bus arrival by scanning the QR code.

Hospital-nursery Cooperation: Hangzhou pediatricians provide contracted services for 1,026 nurseries

Infant care service has been included in Hangzhou people-oriented practical projects for a third consecutive year in 2022. As of the end of July, 1,026 nurseries have been covered by the contracted services of pediatricians. How do such hospital-nursery cooperation modes ensure comprehensive and scientific care of children? The answer boils down to four aspects: a set of growth and development tests, a series of lectures for parents, a contracted family doctor and a copy of children’s health manual, plus precise transfer treatment to higher-level hospital, according to the relevant person in charge.

Specifically, an infant may experience various stages of growth, such as learning to walk and speak. Different children may have different timing and performance in different stages. Such cooperation between hospital and nursery helps to alleviate anxieties of the parents by providing professional guidance for them and ensure a scientific and all-round development and growth of children. Also, parents may enjoy one-stop services at the nearby nursery institution.

The people-oriented project provides reassuring nursery services for parents. In addition to nursery, pediatricians also go to infant growth centers to provide continuous and professional services and guidance for parents.

The first batch of future industry pilot zones to be cultivated and created announced in Zhejiang

What is the industry of the future? On August 22, the Department of Economy and Information Technology of Zhejiang Province announced the first batch of provincial-level future industry pilot zones to be cultivated and created. 8 future industry pilot zones were shortlisted, including West Hangzhou Science and Technology Innovation Corridor Artificial Intelligence, Deqing Beidou Dixin, Haining Third Generation Semiconductor, Aerospace Industry (UAV and Satellite Internet), Future Network (6G), China Eye Valley Eye Health, Ningbo Flexible Electronics, and Third-Generation Semiconductors in Yuecheng District, Shaoxing City.

It is not difficult to find that these future industries have very distinct characteristics—fast-growing, strategic, and leading industries that are currently in the incubation stage. “The scientific and educational resources and industrial foundation of the regions where they are established are relatively prominent.” said the relevant person in charge from the Provincial Department of Economy and Information Technology.

Take the Future Network (6G) Future Industry Pilot Zone located in Xiaoshan Special Cooperation Park in Hangzhou High-tech Zone (Binjiang) as an example. It focuses on six major technical directions: terahertz communication, visible light communication, satellite-ground integration networking, intelligent metasurface, super large-scale antenna, and network endogenous intelligence. It takes as the core the internal cultivation, interconnection, and external introduction of key universities, institutes, and enterprises in the 6G field, to strive to bring together 30 leading companies in the industrial chain by 2025, achieve an output value of more than 5 billion yuan, and achieve a series of standards, patents, and institutional achievements.

It is learned that the first batch of pilot zones was independently applied by counties (cities, districts), reviewed and recommended by districts and cities, and finally determined after expert review. According to the Guiding Opinions on the Construction of Future Industry Pilot Zones in Zhejiang Province, the province will build about 30 future industry pilot zones with distinctive features and leading development by 2025, which will become a key strategic direction of local industrial planning and an important indicator of regional scientific and technological innovation and comprehensive strength.
